QRS to Centralize Development Team for Enhanced Efficiency and Quality

RICHMOND, Calif. – August 12, 2003 – QRS Corporation (Nasdaq: QRSI) today announced that the Company has completed its recent cost structure review as a part of its ongoing efforts to improve operational efficiency and support its growth strategy. The Company will realign its resources by centralizing substantially all of its service and development team to corporate headquarters in Richmond, California. As a result of these actions, the Company anticipates vacating its Wakefield, Massachusetts facility by September 30, 2003. In addition, the Company is streamlining operations in other areas, primarily its general and administrative functions. These actions continue a series of development and real estate consolidations undertaken over the past year and a half.

"By centralizing development in the Bay Area, we will accelerate product development cycles and better align our resources for future growth," said Liz Fetter, President and CEO of QRS. "We remain committed to the ongoing enhancement of our products and the future development of additional collaborative applications, which are important elements of our growth plans. The decisions we have made will further reduce expenses, helping us to achieve double-digit operating margins for our core business in 2004."

As a result of its actions, the Company anticipates a restructuring charge in the third quarter of up to $2 million associated with real estate and employee-related costs. The Company expects that it will begin realizing cost savings from these actions in the fourth quarter 2003.
